New Substation in Tagum to Boost Power in 2 Provinces

Davao Light and Power Company has officially begun operations in Tagum City, marked by the placement of its first power pole on July 8. This act signaled the start of its franchise expansion into new service areas.

Coinciding with the installation was the inauguration of a 22-megavolt-ampere (MVA) digital substation and accompanying warehouse facilities, which aim to enhance power distribution reliability and support future growth in Davao del Norte and Davao de Oro.

This development follows the enactment of Republic Act No. 12144, which authorizes Davao Light to expand its franchise area to include parts of the two provinces previously served by the Northern Davao Electric Cooperative (Nordeco).

Davao Light President Engineer Enriczar Tia highlighted the expansion as more than just a technical milestone. For the distributor, the launch reflects a broader mission to uplift underserved communities through improved and reliable energy access.

The company views its new role in the region not only as a service provider but as a long-term partner in progress. “Together, we are not just bringing electricity; we are bringing a partnership for progress and sustainability, a commitment to innovation and safety, and a brighter, more empowered future for every individual we serve,” Tia said.

Tia referred to the digital substation and its support facilities as Davao Light’s first significant infrastructure investment within its newly expanded franchise area. He noted that the development reflects Davao Light’s early investment and commitment to strengthening long-term power stability in its expanded coverage.

Consumer movement’s vigilance

The Davao Consumer Movement (DCM) praised the move, viewing it as a long-awaited breakthrough for energy reform in the region. The group cited the need for more efficient and affordable electricity following years of consumer dissatisfaction.

“This marks the beginning of what should be a better energy future for Davao del Norte: one that ends years of overpriced electricity, substandard service, and never-ending power interruptions,” stated DCM.

With the approval of Republic Act 12144, the consumer advocates see renewed hope for change driven by public demand and legislative action. They emphasized that while the ceremony marks a significant milestone, the real measure of success lies in whether residents will experience lasting improvements in power quality, cost, and service delivery.

Among the key provisions DCM expects to see enforced is the implementation of a Competitive Selection Process to secure fair and affordable power rates. They also stress the importance of prioritizing the employment of qualified former Nordeco personnel, ensuring that the transition does not come at the cost of livelihoods. Clear, consistent communication with consumers is another top demand, with transparency seen as essential to rebuilding public confidence.

At the same time, watchdogs are calling on Nordeco and relevant government agencies to comply fully with the law. “Under the law, Nordeco is mandated to fully cooperate with the transition,” stressed DCM. “No more stalling, no more excuses. The public is tired of paying the price for institutional inaction.”

Gradual transition

Meanwhile, Davao del Norte Governor Edwin Jubahib expressed optimism that Davao Light’s presence would support economic growth in both Davao del Norte and Davao de Oro. He emphasized that consistent and dependable power is essential to attracting investment and sustaining business activity in the provinces.

Governor Jubahib also urged Nordeco to actively participate in the transition process, calling for a full audit of its assets and support for its workforce. “The DLPC will absorb the (Nordeco) employees,” he explained. “If not all are accommodated, we will employ them at the provincial government or various local government units.”

As part of efforts to ensure an orderly handover of operations, Davao Light has formally reached out to Nordeco to propose the formation of a Joint Transition Committee. The body is intended to guide the power transfer process and promote coordination between both utilities during the shift in service responsibilities.

According to Davao Light officials, the committee would play a central role in ensuring that the transition proceeds with clarity and efficiency, particularly as Nordeco continues to pursue legal remedies. The company acknowledged Nordeco’s pending petition before the Supreme Court and affirmed the latter’s right to seek judicial review.

In response, Nordeco confirmed that it had received the proposal and would elevate the matter to its Board of Directors and Legal Office for evaluation. Meanwhile, local officials and Davao Light are working together on a proposed two-year adjustment period designed to provide a structured and stable transition.
